Subscription auto-renewal is enabled but Renewal Order was not generated as follows.
This can be caused by an internal software issue #PBA-83058: "It is possible to manage subscription auto-renewal in CCP v2 even if it is disabled by a vendor". It can affect a subscription if its auto-renewal was disabled by a vendor but the subscription owner enabled it by clicking the "Enable automatic renewal" button in CCP v2.

As a Provider/Reseller log into the Control Panel, open the affected subscription's properties, and set the "Auto-Renewal" option to the appropriate value, then save the changes.
To avoid a customer from enabling his subscription auto-renewal from CCP v2, it is possible to set the
"Auto-Renewal" parameter to "Disabled" in the Service Plan the subscription is based on. But this action will disable auto-renewal possibility for all subscriptions based on this Service Plan.
