When a new admin user (staff member) is created in CCP, it is created successfully, but becomes missing in OA.
The user with the same email as login can be found under different ID.
The following error appears in
Case insensitive identity login uniqueness check failed for login = email@example.com Identity 1231 already exists.
A service user with the same email already exists under a different account with ID 1231. The issue will be corrected in scope of PBA-77391.
Delete the user and create a new one with a different email name, not intercepting with the domain owned by another account.
