Account has an outdated billing date. Attempt to bill an account manually results in the error message:
Account #ID billed with errors
In the logs an error can be seen:
Collecting NIP on Account #ID failed with exception: There is already a Cancellation Order #ID in Status New (NW)
or it can be different order status (e.g. Open (OP)).
The issue is caused by the bug with id #PBA-71641 ("Collecting NIP fails with an exception: "There is already a Cancellation Order #ID in Status New (NW)"")
Unless the bug is resolved, the only way to bill an account is to process or cancel a cancellation order.
