Domain transfer fails with the following error in the Action Log:

Error-TEXT: 26:16] [ERROR] [21618] [HSPC::MT::DM::report_to_action_log] Domain Error occurred while registration. Error: Error result: code '20000', message 'Failed in command with error.'. [undef]
Error-LOCATION: /usr/lib/perl5/site_perl/5.8.8/HSPC/

The same error when DEBUG log level is set:

[2015/11/12 11:54:48] [DEBUG] [9917] [HSPC::MT::Plugin::DM::Onamae::Transport::call_onamae] [oname]Parsed result: $VAR1 = {
'__root' => {
'ResultCode' => '20000',
'ResultMessage' => 'Failed in command with error.',
'errorResults.error.errorItem' => 'authCode',
'content' => 'ResultCode:20000
ResultMessage:Failed in command with error.
errorResults.error.errorMsg:Parameter policy error. parameter is empty - authCode

'errorResults.error.errorCode' => '23000',
'errorResults.error.errorMsg' => 'Parameter policy error. parameter is empty - authCode'

  1. The domain in question is registered with the outdated Onamae plug-in.
  2. .me domains are not set as requiring auth code in the Onamae plug-in settings.

  1. Recomplile the plug-in.
  2. Create a backup copy of the file of the plug-in

    # cp /usr/lib/perl5/site_perl/5.8.8/HSPC/MT/Plugin/DM/Onamae/ /usr/lib/perl5/site_perl/5.8.8/HSPC/MT/Plugin/DM/Onamae/

    edit the file and add the .me TLD to the use constant ONAMAE_REQ_AUTHCODE section

    # diff /usr/lib/perl5/site_perl/5.8.8/HSPC/MT/Plugin/DM/Onamae/ /usr/lib/perl5/site_perl/5.8.8/HSPC/MT/Plugin/DM/Onamae/
    <      tw la me
    >      tw la

    Restart the hspcd service for the changes to come into effect:

    # service hspcd restart
    Stopping hspcd:                                            [  OK  ]
    Starting hspcd:                                            [  OK  ]

    Warning: Restart of the hspcd service will cause OBAS downtime for about 10-60 seconds.

    After the service is started, under Top > Service Director > Domain Manager > Domains > there will be the Registrar's authorization key field. Please fill it with the auth code gained from the registrar and retry the transfer.

The same solution is also applicable to other TLDs.
