The following error is shown in the Problem report:
Couldn't configure certificate (ID: 444679) for %domain.tld%: eNom communication level error: Error in response: 1. An Administrative Province is required2. A Technical Province is required3. A Billing Province is required
Such behavior was classified as the software issue PBAS-29243 and was fixed in OBAS 4.5.1 release.
