A customer configured big enough outgoing and/or incoming message size limits for their Hosted Exchange mailbox, like on the screenshot below:

However, customer cannot send/receive messages whose size is well within configured limits, e.g. 10 MB message cannot be delivered while a customer configured 100 MB limits on incoming/outgoing messages.

An attempt to deliver message to customer's mailbox results in the error message:
#550 5.2.3 RESOLVER.RST.RecipSizeLimit; message too large for this recipient ##


Microsoft Exchange has few levels to manage message size limits:

1. Organizational limits
2. Global limits
3. Connector limits
4. Server limits
5. User limits

POA configures only user limits for each mailbox and does not touch other limits. User limits (level 5) have the lowest priority, so if Connector limit is 10MB and User limit is set to 20MB then customer will be able to send/receive only 10MB.

You may check current limits using Exchange Management Shell on Exchange server, to run it click Start > Programs > Microsoft Exchange Server 2007 > Exchange Management Shell.

E.g., use the cmdlet Get-TransportConfig to see current organizational limits:
[PS] C:\>Get-TransportConfig | fl MaxSendSize,MaxReceiveSize
MaxSendSize    : 10MB
MaxReceiveSize : 10MB

Use the cmdlets Get-SendConnector, Get-ReceiveConnector to see current connector limits:

MaxMessageSize : 10MB
Name           : EdgeSync - Inbound to Default-First-Site-Name

Use Microsoft Exchange native tools (Exchange Management Shell or Console) to override message size limits using the Set-ReceiveConnector, Set-SendConnector and Set-TransportConfig cmdlets.
