To change default encoding for phpMyAdmin you should edit config.default.php, that can be found using the command:
# find $PRODUCT_ROOT_D/admin/htdocs/domains/databases/phpMyAdmin/ -name config.default.php

The following strings should be changed:

$cfg['DefaultCharset'] = 'iso-8859-1';
$cfg['DefaultLang'] = 'en-iso-8859-1';

To find available Charsets use:

# grep -A 35 AvailableCharsets

$cfg['AvailableCharsets'] = array(

To find available Languages use:

# grep -A 120 'available_languages = array(' $PRODUCT_ROOT_D/admin/htdocs/domains/databases/phpMyAdmin/libraries/select_lang.lib.php

$available_languages = array(
'af-iso-8859-1' => array('af|afrikaans', 'afrikaans-iso-8859-1', 'af'),
'af-utf-8' =>
array('af|afrikaans', 'afrikaans-utf-8', 'af'),
'ar-win1256' => array('ar|arabic', 'arabic-windows-1256', 'ar'),

Backup the file before editing.
