Problem/Summary
If i get a dedicated 2003 server and install helm on it and want to have my own nameservers (ns1.mydomain.com ns2.mydomain.com) do I just ask my provider to give me 2 IPs, and assign the IPs to my dedicated server?
 
Solution

Yes, you then create dns zone records to reflect ns1 and ns2 with the IPs. You'll also have to contact your domain registrar and ask them to set the records up on the domain name for you
