Resolution

 
Solution
1.) Uninstall Helm.

2.) Go to Administrative Tools -> Local Security Policy

3.) Go to Account Policies - Password Policy

4.) Make sure the "Passwords must meet complexity requirements" feature is disabled.

5.) Reboot the machine.

The problem is that the Password requirements prevents the HELM_ADMIN account from being created which in turn stops the Helm Components from being installed.
 
For Active Directory users, you will need to set this at your Domain Policy administrator level so that it filters down to all users.
