Details
Install the following additional RPMs on your 3.0 Private Server in order to use the RPM build functionality (i.e. rpm -ba file.spec):

autoconf-2.13-10.noarch.rpm
automake-1.4-8.noarch.rpm
libtool-1.3.5-8.i386.rpm
libtool-libs-1.3.5-8.i386.rpm
rpm-build-4.0.2-8.i386.rpm

Download these RPMs from:

ftp://ftp.redhat.com/pub/redhat/linux/7.1/en/os/i386/RedHat/RPMS  

To install, type "rpm -ivh file.rpm" for each RPM, replacing "file.rpm" with the name of the downloaded rpm file.
