Solution:

Because curl is compiled with an FD_SETSIZE of 1024 and given that on most systems each site is using 3 file descriptors; this means that if there is more then 340 sites any web page using PHP and Curl will fail to work. This has been addressed in WEBppliance 3.5.15 by updating curl with the greater FD_SETSIZE for sites that are in high security. However sites in low and 3.1 compatibility security will need a curl with this fix. You can download a recompiled curl from:

ftp://ftp.ensim.com/outgoing/curl

Download these RPMS to your WEBppliance server and install them by doing:

rpm -Uhv *.rpm
