The following error appeared in the sitelog on the MOSI gateway server:

The Office 365 APS application version is below 16.5


Software-related issue #APSA-14006: "Synchronization fails if user specified country that is not in hard-coded list of countries"


Update Office365 application up to the version 16.5.
