The users cannot be recreated during the migration. The transfer process hangs on 'Create auxiliary users' step until it is killed.

The user cannot be created because its password does not meet the security policy that is currently set on PA.
The migrator expects for the response the user was created successfully, but never receives it and hangs.
Set PA password strength to 'Very Weak':
# /usr/local/psa/bin/server_pref -u -min_password_strength very_weak
so that the insecure password are accepted. After the migration the password strength can be set back to required.
