Subscription was stopped by PBA-E during Daily Billing Process due to an overusage of one of the resources. Provider switched resource control type to "Controlled by External System", in order to manage resource by POA and eliminate subscription stopping.
However subscription was not started up during next Daily Billing Process while PBA-E was no more controlling resource overusage.
Subscription was started by Provider manually.
The situation is caused by internal issue with ID PBA-48455, that will be fixed in one of the future versions of PBA-E
