I need to modify order flow (add/modify transition, condition, etc), but that is impossible - no buttons "Add New Transition", clicking Edit only allows to edit Success/Fail Template Names.
- Make sure you are logged in under provider, resellers are not able to perform such kind of customization themselves
Make sure you edit order flow from Home > System > Settings > Order Processing > All Order Flows not from Home > System > Settings > Order Processing > Order Flow

Built-in default order flow cannot be modified, it is only allowed to customize templates and actions, the corresponding messages warn about the restriction. If required, copy the default order flow, make required changes in the copied order flow and assign it to the provider/reseller(s).
Feature request with id #PBA-58639 ("More clear steps for customer to edit current order flow") was created to improve UI usability.
