There are certain services that are required to have a limitation per customer - one customer may have only one instance of the service at a time. Is there any possibility to set up a per customer limit in the sales category or service plan?


In the current product version there is no such possibility. A feature request with id #PBA-11741 ("Limit the number of Subscription instances for one customer") exists.
