Order with the resource that you expect to be manually provisioned (dummy) is processed automatically instead.
If this is an order to switch plan - it is considered by-design behaviour -see #kb 118568.
If this is a Sales or Upgrade/Downgrade order for additional resources, then it is possible that the Service Gate for the resource was left empty (functionality reserved for dummy resources).
If the resource does not have any Service Gate assigned (can be checked in the resources settings: Home > Products > Resources), it is required to create a new resource specifying the service gate Dummy Gate, use this newly created resource instead of incorrectly created without service gate. Assigning the service gate to already created resource is not possible from the interface, it can only be done in the database.
