Resolution

According to chapter "Applying Skins" of PBA-S 4.3 Provider's Guide:

Only XP-style skins can be applied to provider's and reseller's users.
Only the Panel Theme based skins can be applied to customers.

Verify custom skin based on "Panel Theme" exists and enabled in Reseller's Control Panel:

RCC > Top > Marketing Director > Brand Manager > Skins

The customer's skin may be changed through Provider's Panel (PCC) or Reseller's Panel (RCC) usual way:

RESELLER'S CUSTOMER > Users > USER_NAME > Edit: Skin

For many customers skin may be changed in the database. Here are the steps:

  1. Verify id of new reseller's skin in the database:

    mysql> select skin_id, title, owner_id from cu_skin where owner_id=<RES_ID>;
    +---------+------------------------+----------+
    | skin_id | title                  | owner_id |
    +---------+------------------------+----------+
    | SKIN_ID | Reseller's Panel Theme |   RES_ID |
    +---------+------------------------+----------+

    Where RES_ID is Reseller's ID.

  2. Dump the person table before modifying it:

    ~# mysqldump aspc --extended-insert=false --tables person > person.dump.`date +%F.%s`.sql
    
  3. Change skin to SKIN_ID for all customer of reseller RES_ID using the following query:

    mysql> update person set skin_id=<SKIN_ID> where person_id in (select person_id from person_account where account_no in(select account_no from account where vendor=<RES_ID>));
    

    Run command hspc-sql on the server as root to login to PBA-S database.
