Symptoms

PBA-E is not accessible, it cannot connect to the system database.

On the PBA-E Database server the postgresql service is stopped and cannot be started, in the PostgreSQL logs (/var/lib/pgsql/data/data/pg_log/[logfile]) there are error message like:

PANIC:  could not open file "pg_xlog/000000010000000100000012" (log file 1, segment XXX): Permission denied
LOG:  startup process (PID 1111) was terminated by signal 6: Aborted
LOG:  aborting startup due to startup process failure

or

DETAIL:  Could not open file "pg_clog/0017": Permission denied.
LOG:  could not open temporary statistics file "pg_stat_tmp/pgstat.tmp": Permission denied

or "Permission denied" errors for any other files.

Cause

Incorrect permissions (owner) on the file or directory, may be a result of incorrect files copying, incorrect backup restore, etc.

Resolution

Correct the permissions. All the files, folders under /var/lib/pgsql/data must be owned by the postgres:postgres. If the owner/group is different, correct it with

chown postgres:postgres file
