Customer prepared absolutely correct CSV file to import Exchange mailboxes in their subscription in POA Customer Control Panel. However, attempt to import mailboxes fails with error:
Validation completed with errors
3 records are found in the CSV file (validation summary: OK - 2, failed - 1). Please review validation errors below (shown as tooltips) and perform necessary corrections.
If you can not resolve all validation errors, you may select 'Skip records not passed validation' option (or other appropriate importing options). Then complete import with Finish.

Control panel does not display any meaningful tooltip that may say which fields contain incorrect values, just one or several last records in the end of the list are marked as failed like on the screenshot: 


Limit on number of mailboxes or features on them (like Outlook, OWA, IMAP, POP3 access) will be exceeded as a result of import.

In the example above only 2 mailboxes may be imported, the 3rd one does not fit subscription limits.


Check the limits (and sub-limits) and usage for the following resources in customer Hosted Exchange subscription, they must not be exceeded as a result of importing mailboxes:
  • Mailboxes
    • ActiveSync Access
    • IMAP4 Access
    • Maximum Allowed Mailbox Size
    • Outlook Access
    • Outlook Web Access
    • POP3 Access
    • Voice Access

To solve the problem customer has to purchase additional mailboxes and/or mailbox access features for them, like OWA, Outlook and others.

If the limit of mailboxes will not be exceeded as a result of import, then check if there are enough mailbox access features - OWA, Outlook and others. Analyze the mailboxes to be imported and disable over-limit mailbox access features if they are not really necessary.
