Control Panel fails to launch in Boot Camp Windows Vista or 2008 Server virtual machine: Windows Explorer appears in the application bar at the bottom of the screen, but the Control panel window is not populated by the icons and finally quits.

NOTE: Control Panel is still available in the physical Boot Camp partition.


The problem occurs in Boot Camp-based virtual machines after upgrading from Parallels Desktop 2.x/3.0 for Mac to Parallels Desktop 4.0 for Mac. (builds earlier then 4.0.3540).

Resulting from the corruption of Windows activation database, the Windows essential services do not start. Without these services, Control Panel fails to show it contents.
